The reliability of the host does not depend much on the price. You can have a good and reliable server with high uptime at $1, and also your server can lag at a much higher price. It all depends on the services offered by the hosting company.

Exactly. And sometimes sneaky web hosting providers put high overage costs, which means that when you go over your bandwidth/disk limit, you pay high costs for each MB/GB that you use extra. I had that problem with GoDaddy around 5 years ago.

It all depends... What are you being offered for $1? If it's unlimited, there is a catch most likely. If it's a reasonable amount of storage and bandwidth, then it's possible to offer reliable service and the provider to still make a profit (depending on a number of things.)
