I agree with a lot of what has been said. Let me extrapolate a little bit based on my own experience.

Cloud hosting basically functions as a super-redundant form of hosting whereby you're able to draw on resources from a number of servers (instead of just one) as needed. If, for example, your site experiences a sudden increase in traffic then theoretically you will draw on additional resources as needed to handle the increased activity. Then, when things quiet down and you no longer need the increased resources you return to normal- like Leigh said above.

The other side of Cloud is that should there be a problem- let's say a few servers in your host's datacenter go down for some reason, your site will be able to continue to operate by drawing on resources from other servers. With traditional shared web hosting if the server your site is hosted on goes down- your site goes down. With cloud hosting you theoretically can continue to operate. Think of an action movie where the spaceship or submarine or something gets attacked and the shields go down (for something so important those shields seem to go down pretty quickly, don't they?). But what happens a couple seconds later? The red lights come on and the auxiliary power switches on or the backup power. That's kind of like how cloud would work. It's a redundant form of hosting whereby theoretically you don't go offline.

Cloud hosting CAN be cost-efficient as well. With most traditional hosting plans you pay a set rate for your plan and that's your monthly/yearly rate no matter what. This does not give consideration to scaling your site up or down depending on need.

Cloud Hosting theoretically functions similarly to how utilities such as gas, water, electricity, etc function in the United States. You pay for what you use. When you're sitting home alone and have one light on- you're paying less than when you have a party and all the lights in the house are on.
