Network latency is an expression of how much time it takes for a packet of data to get from one designated point to another. In some environments (for example, AT&T), latency is measured by sending a packet that is returned to the sender; the round-trip time is considered the latency

Server latency can be defined as the amount of time taken by host server to receive and process a request for a page object. The value of latency depends on how far is the user from the host server.

Latency can be caused by multiple factors and the factor causing it determines what--if anything--you can do about it.

Latency caused by queuing can be eliminated by reducing the amount of traffic going through the affected devices. This can be done through traffic engineer/rerouting certain traffic through other nodes, or WAN optimization appliances--pairs of devices that sit in-path on either side of the link and perform caching and data deduplication functions to reduce the amount of data transferred between them.

Other times the speed of light is the primary limiting factor that you cannot overcome, as it will affect your throughput no matter what you do. You can however reduce the impact to connection-oriented communications with devices called Performance Enhancing Proxies (PEP). A PEP will peer with a distant-end PEP and maintain a session with light-weight keepalives and then spoof the acks and snyacks the hosts on either end. This can prevent TCP sessions from timing out due to high latency and minimize the amount of overhead data sent over the link. PEPs are commonly used on satellite transports.

In terms of web performance, latency is defined as the amount of time it takes for a packet of data to travel from one destination to another. The host server takes a certain amount of time to receive and process such a request, which is known as server latency.

High latency is a problem that affects all internet connections and networks, causing user dissatisfaction and lowering productivity. Its impact varies depending on the application. However, there are several ways to reduce it, such as upgrading the computer (hardware and software), reducing the distance between the server and the user, and so on. To keep latency low, perform regular latency checks. A few milliseconds of latency can improve or degrade performance.
