The best way to make templates, is to make them yourself. There are many of free templates sites and you can example download a huge package of free templates from templateraven.com. Any way, there aren't many sites, that teaches how to do templates and I haven't used them to learn making of templates. I make my templates with html and css and I have learnt by looking elder templates and making templates like them, and I can make them myself these days.

if you have some photoshop knowledge , you can download the free templates and make changes to them.. try some good photoshop tutorial sites.

Hello. I also recommend good-tutorials.com as a starting point. You should consider if you want just to create the design (Photoshop only) or if you want to slice it and code it also.
I personally use Photoshop for design, Fireworks for sliceing and Dreamweaver for coding.
