    In an recent update Google is about to bring penalty for over optimization for a website. Google’s Matt Cutts announced that Google is working on a search ranking penalty for sites that are “over-optimized” or “overly SEO’ed.” Matt Cutts said the new over optimization penalty will be introduced into the search results in the upcoming month or next few weeks. The purpose is to “level the playing field,” Cutts said. To give sites that have great content a better shot at ranking above sites that have content that is not as great but do a better job with SEO.

        Yup at the end of the day google's goal is to increase the user experience. Although they need to make this more of a gradual process because there are some sites that google will probably deem as over optimized but also provide a great user experience

            This algo has got some bug too. There have been reports that many websites have been penalized wrongly and they are planning to sue Google. Google for the very same purpose have made form to provide feedback: http://goo.gl/nt3Pz, if you face the same scenario.

                            Yes, This is right that Google has penalized to those sites which are overly optimized and have used low quality content to get ranking in various search engines. Those sites are considered to be spammed which have used black hat techniques for getting ranking. According to the new update made by Google only those sites will be ranked which are using seo only for users not for search engines.
