It depends, if you will be able to get high quality backlinks from high PR relevant sites, then sure thing why not? But I suggest you check first why your site was outranked by your competitors. Maybe you've done something wrong or maybe they've done something google liked.

You should never try purchasing fiverr backlinks which directly point to your money site. Backlinks offered on fiverr are only suitable for Tier 2, 3 or more if you're building Link pyramid backlinks.

Yeah! I won't use those links for Main site, I'd use them for Tier 2 sites.

For tier 1 pages, it is better to do it yourself. You can outsource tier 2-3 pages to fiverr.

There are some gigs on fiverr with quality. You need to find out them. But i doubt about 5,10,15k backlink services
