Sandbox is the place where your site is kept until it get matured. Once the site is matured enough it will be crawled and indexed.

Sandbox is an imaginary area where newly indexed domains are kept for some times until they get published in SERP's. Its a temporary storage place for newly created links.

This is the place where fresh and less authoritative sites were kept for a certain time period till their establishment in the search result. It is the temporary storage place. This may happens due to the building of so many links with in a short spam. It can be crawled and indexed when they got matured.

Google created the Sandbox filter for A new sites to stop spam sites that a purchase numerous inbound links, and rank highly for their keywords from the date of launch. As Google apparently considers a high number of links pointing to a site from the beginning to be rather suspicious, the inbound links are not considered to be natural. Another possibility is that spam sites would use various tactics to raise to the top of the search results, and gain heavy sales prior to being banned for violating Google Terms of Service and then repeating the process continually.
