Cloaking generally means to present different version of web page contents from of search engines to search robots and human visitors based on their browser's user agent or IP address. It's a deceptive method used to cheat search engines in order to rank well for desired keywords.

Cloaking is a term used in SEO world. It does not comes under the shelter of White Hat SEO that is why it is said to be illegal. By this term we mean that the webmaster of the website sets metas in a form so to call its home page again and again to increase the crawling rate and so by calling Google a number of times their is a maximum chances of improvement in search results.
