Online database

I am looking for suggestions or advice in regards to any programs, etc. that i could use that adds info from a email form (asp/php based) to a database that can be accessed from the web and is perhaps user friendly?

This allows a person to access this database to send out newsletters, generic email notices, etc.

I have checked in to constant contact and such things like this but the client is wanting something local.

It's really very tough. I don't know what can you to do? you can make an option for user to select the area, If the area is right then the user will get access. Otherwise, they will not get the access.

I don't know it will work or not. It's my opinion. Thanks for sharing the problem. I will try to find a solution and let you know if I get any.
