Can links be the target for SEO link building?

In terms link syntax, the BEST link is keyword heavy, containing your target keywords insid the A HREF. That said, there are issues here. Indeed, even 'nofollow' links are probably OK, as Google may pay attention to those as well. I use to submit website some times to niche relevant directories to improve RELEVANCY factor and some times on random directories for the sake of DIVERSITY of backlinks. Which one of both is superior to be continued in long run?
