Does PHP need the HTML, HEAD, and BODY tags?

If I'm writing a page that only contains PHP and no HTML (like a page called from a form that sends and email), do I need the HTML, HEAD, and BODY tags?

Or can I just start and end the page as so:

<?php
... content
?>

no You dont need a these tag when you start Php you don't need html tags,actually it depends on for wt purpose you are writing code..for example if you writing code that display result on your html web page.then you need html.

Their is no need to use Html tags when you are working with PHP . IF you want that your result show only with php developed webpage then their is no need to used the Html tags. While carrying out the PHP coding.

I suggest you first learn HTML and then move towards PHP
