Of course, I would suggest you PHP because it's widely used programming language in the whole world and also easy to learn for you. But HTML is not a programming language at all you can say only language because it's used for create web pages but you should more focus on PHP.

The great thing about using php is that you can use includes. For example if you use a PHP include for your footer you will be able to make changes to the footers on all of your pages by changing only one file. Lets say you want to change the links in your footer, or you want to update the copyright notice or something like that. With straight HTML you will need to edit eahc page individually. This can be quite a chore if you have hundreds of pages! But with an include just change one file.

The disadvantage that Is worth mentioning about PHP is that, as a programmer you can easily slip into bad habits, like mixing all your PHP with your HTML you may feel it’s the way to program in the early days but you'll soon realize that scripts become unreadable and debugging will prove to be an absolute nightmare. So it is important to program with an organized system such as MVC which is basically a prearranged way of doing things that makes debugging your scripts a much more pleasant experience.
