Designing is a creative term as you have to give something unique so at the time of designing a website you should think of this first.

According to me when designing website,First step should be to research on various platform, and choose the best platform for your site.

Second step know your audience and what they are looking for, It may be informational, or it may be commercial, or it may be for entertainment ,So design responsive website according to your audience.

If you have no experience with website development and you need a website, you can always use a CMS (Content Management System) like Wordpress or Drupal. You can create unique websites without any programming knowledge with those.

If you are planning to create and code a website from scratch you should have a look at some web development tutorials. First you have to learn HTML which is the essential part of websites. When you know the basics you should proceed to CSS (styles) to make the websites look better. After CSS you can continue with JavaScript or PHP and choose the one you need the most. You can find some good and free tutorials for example on HomeAndLearn.
