STL was a general-purpose C++ library developed by Stepanov and Lee around 1992, while working at HP. At the time, C++ was going through explosive growth, and almost every company or project built its own core libraries, with various containers, algorithms, threads, allocations, strings, serializations, date/time, etc. There was a lot of variety and not so much quality (some of those early 90s libs break spectacularly in 64-bit builds). STL was not built ad-hoc like most competing libraries. It was implementing Stepanov's long-researched concepts of Generic Programming (he tried other languages before, but C++ with its template specializations was the first language capable of that).
