Actually, forums are mostly based on php and mysql languages. Creating a forum, or rather, writing a forum script IS possible in the MacroMedia, however, you need to have good knowledge about php and mysql.

My guess is, you're probably asking how to create a forum in HTML, which is not possible.

So, my advice would be, just get a php and mysql enabled webhosting, and head over to http://www.phpbb.com or http://www.simplemachines.org for free of cost, pre-built forum softwares that setup in a few minutes!

Well i think we meant web forms not forums. Well you have to know about first about HTML form tags then its easy to do. but it also has a server side where data get processed which is not a web designers job. In dreamweaver ther is a tool bar for creating forums u can find all related HTML tags there.
