If you do not know how to create forms in html or do not know html than use a cms, because it will do everything for you.

Well, as Hmm just said, you should try to use a CMS if you don't know how to code it yourself.
It's not hard to code a user system in HTML, PHP and MySQL.
What you need is a form where the users can log in (HTML), a PHP script which will check the MySQL database whether the information given in the html-form is correct or not (if your username and password is correct).
OR you should try for example Joomla if you want a CMS.

If you want to catch submit event, you must define a button submit as a normal button with function onclick(). All of information want to submit, you put them into

tag. When onlick() event fire, put your code here and then, using submit() function of form to deliver information.
