It is true you can get a PR of 2, 3 or 4 with very little backlinks if you properly place keywords, but I have not seen a site get say, PR of 3 or 4 with no backlinks, which would be contrary to Google engineers and the major factor to PR is the amount of inbound non-extraneous links.
