It depends - some free directories will give you some amount of exposure, and my guess is that some paid directories rip you off. Just look into the benefits of the paid directory you're interested in and pay if you think it's worth it.

Strange Question..
According to me it might be worth it if the directory is targetted to your niche. I don't think much about general directories but if I can find something in my topic, I will pay to get on the home page or a good page.

I have never used a paid directory but if you ave a good free one, it will be better as an average paid listing. I have many free listings and my pr is 2 now.

I find you can get the same results if you put a bit more effort in submitting to the free directory's. I have never paid for a directory listing.

I have a same view... Also some of directories charges like $5-100 for just 1 month - 6 month... Its useless.

There is no free lunch. In free thing there is always a catch. No one is giving you anything for free, except maybe your parents.

I think the difference between free and paid directory is that if you pay, your site gets in the first results for the specified category or if you pay more you get your site in the featured sites list, so more exposure and SE visibility. I think submitting to few free directories is better than submitting to one paid.
