Enter your e-mail address and create a password.
Fill all the personal information.
later choose for debit card or credited options.
Enter the bank details.
Confirm your E-mail address
Link with your debit card or credited card.

It's very simple, Visit PayPal website, click sign up button and create a new PayPal account.

Don't create an account on PayPal, I already had a very bad experience. Once I got a fund from my client for running the campaign and it takes a time to withdraw so I was sure will get fund later so I spent money from my credit card and run ad my client was even happy with leads but after a week he report to PayPal for the fund and Paypal return his money and my account balance is minus $300 USD, When I talked with PayPal so they told me you are not offering services to client so I shared with them Google Ads Invoice so they told me we did not accept Google Ads Invoice so I lost my PayPal Account because I don't wont to fill that 300 which I was already spent and I left negative review for my client, which he deserve.
