This is also useful especially when you want to hire a webmaster and need to know his/her skills before hiring.

Of course you got that right. Not knowing html and being a developer, is like you don't know nothing about car engines but you are a professional driver. A day will come that you wish to have learned html. Even if some else coded your website or you use other development platforms, you still need to know html. Even in many forums that signature has to be written with html.
