One of my friends uses Serif DrawPlus X4 in order to design websites, then cuts it and exports it to HTML/CSS format and modifies a few things himself. He probably has basic understanding of CSS and understanding of HTML, but I am quite surprised with the quality of website designs he can make using DrawPlus so I definitely think it is possible to do web development without having HTML/CSS experience. Though it's best to learn HTML/CSS because sometimes using editors that do it for you may cause bugs with the rendering of your website design in a certain browser, and if you don't have the experience to fix it yourself you'll be relying on the company that made the software to either fix the problem or not.
